Plot: In an unnamed European city, a young mother is fatally stabbed in front of her son by a passing migrant. A news report states that parents are afraid to let their children play outside and that women avoid going out after dark.
Michael Sanders is a former U.S. Army officer who moved to Europe after inheriting his estranged father’s real estate business. He secretly operates as the Vigilante Citizen, a ruthless vigilante who targets those who have escaped justice. While much of the public praises his actions, the police, led by Interpol’s Chief Henry, are determined to arrest him.
After killing a group of racketeers, Sanders confronts several fare-dodging thugs on a bus. He pays their fares so the journey can continue, but lectures them about the impact of their behavior on society. Later, at a hospital, Sanders visits Elsa, a rape victim who was severely beaten during her attack. He offers her a choice: pursue justice through the courts, with no guarantee of success, or endorse his intervention. She chooses to support him. Henry later asks Elsa for a description of her visitor, but she deliberately provides one that does not match Sanders. During a meeting with his business manager, Sanders orders the eviction of non-paying tenants and vows to oppose government efforts to seize vacant properties for migrant housing.
Suspicious of Sanders, Henry surveils a nightclub Sanders frequents. There, he watches Sanders switch the drinks of two men with the drugged beverages they had intended for their dates. Henry collects a drinking glass that Sanders used to obtain his DNA. After linking Sanders to the vigilante, Henry leads a Special Intervention Unit team to apprehend him. Sanders barricades himself inside an armored container and warns the officers to leave. The officers open fire, prompting Sanders to kill them before making his escape. An explosive booby-trap injures Henry. A subsequent news report suggests that rising crime and associated costs may necessitate a reassessment of migration policies.
Sanders later meets a teenage rape victim whose six migrant attackers were released without punishment because Judge Reinhold, the presiding judge in the case, considered them to be victims too (citing their difficulties integrating into society). The teenage victim tells Sanders that she has been denied justice. Sanders kills Reinhold and stages it as a suicide. The police later link the incident to multiple unexplained deaths involving judges.
While walking through a park, Sanders encounters the same thugs from the bus harassing a man. He crushes the hands of the two male assailants before warning them never to repeat their behavior. Sanders visits the home of Yusuf, one of the rapists, and takes him and his family hostage. As Yusuf’s relatives excuse his actions and blame the victim, Sanders orders Yusuf to summon his accomplices to the apartment. Once they arrive, Sanders executes Yusuf, his family, and the other attackers.
Sanders calls the hospitalized Henry and tells him to inform the government that the public will not tolerate a takeover by the woke left and Islamist extremists that will destroy democracy. He warns that the government must stop it or the people will do so themselves. Henry arranges to address the press if the prime minister will not listen to him.
At home, the teenage victim learns that her attackers are dead and smiles in satisfaction. A scrambled video message from Sanders is broadcast, declaring that his work will continue until the citizens learn to defend themselves.

The nation is gripped by fear as a wave of shock sweeps the country. A mother was murdered in broad daylight in front of her child by another suspected undocumented migrant. Parents are afraid to let their children play outside, and many women avoid venturing out after dark altogether.
[tense, ponderous music]

But in a twist that has captured the imagination of the public, hope doesn’t rest in the hands of government officials or law enforcement. Instead, it lies with an enigmatic figure, the vigilante citizen who’s delivering a brand of justice that some believe the authorities have failed to provide, targeting both criminals and those in power accused of allowing crime to flourish unchecked. We took to the streets to hear what people think about the shadowy figure. Here’s what they had to say.
He’s a real hero. You know, we work, we pay taxes, and for what? To help all of Africa? You see, they come here and we pay for them, and in return, we get robbed. And, as a woman, you cannot go out after 9 p.m. anymore. No, it’s too risky.
I love that guy. He goes out there, he goes against all those criminals. They laugh about the police but not about him.
Uh, I wanna marry him. I mean, he’s a real knight, and he helps the helpless.
The individual continues his vigilante form of justice, claiming the police and judicial systems are failing to protect the public. Last week, the leader of a prominent Middle Eastern crime syndicate, along with his associate, were discovered dead in a dumpster.

That guy out there? Wow.

In an effort to address these escalating incidents, we obtained an official statement from Interpol Regional Chief Henry, who is leading the initiative to apprehend this vigilante.

And it is not impossible that this terror group is, uh, a movement supported by Russian and/or Chinese government institutions that, uh, are not only active online, but already active on the ground, fighting our countries in the EU and the USA. There are indications leading in this direction.

Just to be very clear, I don’t live here. I’m here…sure, uh, taking care of family assets that happen to be here, but I don’t have residency here. If the DNA that you’re talking about at the bar is my DNA, two things: one, I would… I would love for you guys to explain to my lawyer how you managed to obtain the DNA of a foreign national. Being an American citizen, I’m just unclear how you would’ve gotten my DNA in the first place, but I’m sure that’s something you can clear up with my lawyers. But also, as I’ve said, this is a bar that I frequent, and it is a unit that I own. So, we are a very hands-on landlord and management company, and whenever a tenant moves out, quite often, we will go through the unit to inspect for damage, to make sure that, if we can, we can give them as much of their security deposit back as possible.

It’s possible that this is not just a single individual. However, what remains clear is that our current system is failing to protect our citizens. This raises critical questions. If the risks associated with migration outweigh the benefits, and if migrants are contributing more to societal cost than economic gains, then it may be time to reevaluate our migration policies.

Well, the procedure is after three months of unpaid rent, we send a final notice to pay within four weeks. And if that payment doesn’t come through, we get a court order. And that will allow us to evict them within seven months total.
So, if somebody doesn’t want to pay, they get to live for free for seven months.

Is there another way to look at it? We have 3,500 units in this city, Owen. That brings us in 50,400,000 Euro annually. 10% of that is 5,040,000 Euros that people are stealing from me. That’s unacceptable. Evict them immediately.

And now that I’m running things around here, I can really understand. So, it’s not like I hold it against him anymore. I was still in active duty in the United States Army. And we got a call in the office that I was working in letting me know that my father had passed. I found myself on my way here for the first time… couple days later for his funeral.
