Plot: Following the fight against Samurai Sword, Power is sent away to have her excess blood and strength drained. After assigning the shark fiend Beam as his new temporary partner, Makima invites Denji to a movie date, where after watching a movie that makes both of them cry, she assures him that he has a heart.
Empowered by the revelation, Denji becomes more generous in his next patrol, donating to victims of devil attacks before getting caught in a surprise storm. Taking shelter in a phone booth, he meets and befriends Reze, a girl working as a café employee. Despite his mental objections, he visits the café, where her demeanour during their interactions makes him believe that she has taken a liking to him.
At the same time, Makima assigns the Angel Devil to Aki Hayakawa during their patrols to prepare for the mission to take down the Gun Devil. Angel’s laziness and lack of empathy towards humans as a devil becomes a source of contention between the pair, making Aki declare that they will never get along.
After learning that Denji never went to school, Reze invites him to a school at night, where she teaches him how to swim in the outdoor swimming pool. After another storm traps them inside the school, Denji wrestles with his feelings towards her and Makima while she is ambushed by an assassin, who aims to torture her and break his heart. Although feigning weakness at first, Reze quickly overpowers and kills the man, reuniting with his contracted devil and her partner, the Typhoon Devil, at the same time.
Inviting Denji to a festival, Reze leads him to a secluded spot to watch the fireworks before asking him to leave Public Safety and run away with her. After he refuses, she kisses him, but bites his tongue off before severely injuring him, revealing that she was after his heart the whole time. Before she can land the killing blow, Beam saves him, forcing her to reveal her hybrid form, the Bomb Devil, to catch up with them.
Beam carries an injured Denji to the Public Safety Division 2 Headquarters, where Aki and Angel are, and the four of them attempt to escape by car while the other Public Safety members battle Reze, who mercilessly kills many of them in her rampage. As she chases them through the streets of Tokyo, a revived and bitter Denji fights her, but she easily defeats him using her body parts as explosives.
As Aki and the Violence Fiend keep Reze away from Denji, the Typhoon Devil arrives to assist her. Denji is once again revived by Angel who, along with Beam, encourages him to use his chainsaws wisely in the fight, giving him the idea to ride Beam – in his shark form – into battle.
During the fight, the strong winds generated by Typhoon Devil causes Angel to begin flying away before he is caught by Aki. Although Angel, fully intending to die, attempts to persuade him into letting him go, Aki catches him by the hand, an action which drains his own lifespan by two months.
With Beam’s help, Denji successfully manages to kill Typhoon Devil. However, Reze severely injures Beam when he attempts to protect Denji. With all three of them landing close to the sea, Denji uses his loose chains to tie Reze up and both of them fall into the waters, where she is unable to use her explosion abilities, and they sink to the bottom.
Denji later rescues and revives Reze. As the two of them sit on a beach, Reze admits that her mission has failed, and that she never had feelings for Denji, but in response, he offers to run away with her and asks her to meet him in the café during lunch.
Kishibe privately reveals to Aki that Reze is an agent sent by the Soviet Union after she was experimented on as a child. Although Reze changes her mind about running away alone and heads to the café to meet Denji, she is intercepted and killed by Makima and Angel.
In a post-credit scene, Denji is shown waiting for Reze in the café with a bouquet of flowers, but Power shows up instead, triumphantly proclaiming that she has found him. Power mistakes the bouquet meant for Reze as a gift for her return causing her to blush at his mistaken gesture before asking him to give the bouquet to her. Denji considers giving Power the bouquet while exchanging glances with her until he decides to eat the bouquet much to her chagrin causing her to try and take the bouquet from him.
